oh no, he definitely lies. lol. He's already making up 'tall tales' (telling his grandma he fell off a dinosaur and into the dirt and that's how he got his booboo) and outright lying about doing stuff, then he'll giggle and say 'sorry mommy, I lied/fibbed'

It's just story telling, it's part of development, learning how words work. They learn what actual lies are, and how they're harmful later.

IF you consider crying for attention, when there's no reason for actual crying, a falsehood, they say that kids learn how to manipulate before they can speak.
It's a survival mechanism for weaker animals.

He wanted out of his room so he could watch TV. he knows if he says he has to use the potty I'll get up and let him come out of his room. I'm not trying to start an argument, but I've passed many bachelors-level child development classes and 3 year olds can absolutely lie.
