I'm skipping any I'm unsure of re tax engines.. always afraid of blocks lol.
I'm not going to absolutely say they don't block, but they seem to be aware of when the issue was their instructions not being specific enough rather than people screwing up. I've seen them revise their instructions a few times to be more clear because obviously a lot of people were giving different answers.

Well tea (loose or teabags) is specifically not powder, and you specifically don't add it to water, you just steep it for a while and then take it out. So I'm going with other. Although it looks like I am alone or at least in the minority on this for some reason.
