I think a foreign IP might. A USA one probably not. I have turked in other states a bunch when I'am home for Holidays or at conferences etc.

I use a seattle server right next to me and have been on/off a vpn and never had any issue except the obvious of having to relog.

If your ISP sees that you are streaming from something and they know what it is, they can block it. That's the biggest reason for using a VPN for Kodi.
